The Florida Natural Resources Leadership Institute trains Floridians who have a stake in the use and conservation of our natural resources.  We seek applications from people in:

  • land management agencies
  • resource-based industries
  • environmental and conservation organizations
  • local government
              As well as...
  • educators and elected officials
  • people who own and manage land
  • people who are concerned about the way our resources are managed.
Institute participants, or fellows, will become familiar with natural resource policy and prepare to play a role in shaping it.  They will be able to bring people together around issues, plan for change, and get things done in a principled way.

2003-2004 Graduates

Gian Basili

Gian is Senior Project Manager for the Lake Apopka Restoration Program of the St. Johns River Water Management District.  

Gian holds an M.S. and a Ph.D. in Wildlife Ecology from the University of Wisconsin-Madison.  

Before joining the District in 1999, Gian served as director of ornithology for the Florida Audubon Society.

Dianne Behringer

Dianne is the Florida Sea Grant Marine Extension Agent for Broward County.  Florida Sea Grant is a partnership among federal (NOAA), state (University of Florida Extension), and local (Broward County) governments to address marine and coastal issues through academic research, education and extension.  As an extension agent, she conducts education and outreach programs for the local community to help conserve coastal and marine resources for a sustainable economy and environment.

Deborah Burr

Deborah is the AmeriCorps Program Director, Florida State Parks, Department of Environmental Protection, Tallahassee. 

Originally from Central Florida, Deborah has spent the past eleven years working as a volunteer for various agencies in the resource management field. 

She is also a former Peace Corps volunteer where she educated farmers in Paraguay on agroforesty systems.

Marella Crane

Marella is the Florida Sea Grant Marine Extension Agent for Miami-Dade/University of Florida/IFAS. Marella received a Bachelor's Degree in Biology from Xavier University in Cincinnati, Ohio, and a Master's Degree in Marine Biology and Coastal Zone Management at Nova Southeastern University in Ft. Lauderdale, Florida. As a Florida Sea Grant Extension Agent for Miami-Dade County, Marella's responsibilities are to plan, develop, organize, implement, and evaluate educational programs for the Sea Grant Marine Extension Program. These programs include fisheries, coastal habitat management, water quality enhancement, seafood safety, and sustainability of water-dependent businesses. 

Jonathan Dain

Jon holds university degrees in anthropology and is also a professional facilitator and trainer.  He is a faculty member in the Tropical Conservation and Development (TCD) Program at the University of Florida's Center for Latin American Studies. Jon began his Latin American career as a Peace Corps volunteer in Paraguay.  Since joining the TCD program he has studied the interplay between adult education, conflict management and collaboration in Natural Resource Management.  He teaches courses designed to help students develop and strengthen the skills required for effective interaction with diverse stakeholder groups.  Mr. Dain has also worked extensively as an independent consultant in Brazil, Bolivia, Ecuador, Peru and the US.

Ann Forstchen

Ann is the Research Coordinator for the Florida Fish and Wildlife Conservation Commission's Fish and Wildlife Research Institute based in St. Petersburg. 

She went to Texas A&M University and has worked over 20 years on marine fish health topics and mariculture. She is currently working on her MBA.

Roland Garcia

Roland is Regional Director for the North Central Region, Florida Fish and Wildlife Conservation Commission.   Before becoming Regional Director, Roland worked in the Division of Law Enforcement for twenty years.  Roland holds a BS degree in Environmental Science from Florida International University, and a Masters degree in Public Administration.  He is married, has one daughter, and lives in High Springs.  His hobbies include hunting, fishing, skiing, taxidermy, and tennis.

Bob Heeke

Bob is the Senior Land Resources Manager at the Suwannee River Water Management District.  

He is leader of the Land Management Project team that is responsible for 160,000 of fee lands and 110,000 acres of conservation easements in north-central Florida.

 

 

Carolee H. Howe

Carolee is an agricultural policy specialist for the Florida Farm Bureau Federation with headquarters in Gainesville, Florida.  FFBF is a general farm organization representing all of Florida agriculture. Carolee=s responsibilities at FFBF pertain to issues in aquiculture, horticulture, vegetables, honey and sod.  

Carolee holds a Masters in Public Administration from Florida State University and a Bachelor of Science in Dairy Science Management from the University of Florida.

Kimball Love

Kim is the Water Resource Manager for Martin County.  For the past three years she has played a crucial role in supporting the three major efforts of the Office of Water Quality (OWQ) to enhance and restore the waterways of Martin County by securing funding from state, regional and federal sources for urban stormwater retrofits, ecosystem restoration and land acquisition.  Kim has a Master's Degree in Geography and years of experience in resource management, economic development and disaster recovery from various positions at the state and regional levels of government.

Gabrielle Milch

Gabrielle has been the Watershed Action Volunteer Coordinator for St. Johns River Water Management District and the Seminole County Road Operations and Stormwater Division for the last 5 years. She has worked previously for the District as a Regulatory Scientist in Enforcement and Compliance and permitting. She has a B.A. in Environmental Studies from Rollins College, Winter Park. 

Janet Mizzi

Janet is the Deputy Field Supervisor at the U.S. Fish and Wildlife Service's Panama City Field Office.  She has a Masters Degree in Fish and Wildlife Management.

She has been working with endangered species for about 14 years. 

 

Ann Taylor Moore

Ann is a member of the Board of Governors, St. Johns River Water Management District representing Volusia and Flagler Counties since 2001.

Marjorie Moore

Marjorie is Lead Environmental Scientist, Land Stewardship Department, South Florida Water Management District (SFWMD).  She has been with South Florida Water Management District (SFWMD) since 1992; her experience prior to that includes thirteen years in the private sector with an engineering consultant, in the landscape construction and nursery trade industries and with the public sector in agricultural regulation.  In her current position with SFWMD, she manages the mitigation program.  Marjorie is a registered Landscape Architect with Bachelor's degrees in Biology from Florida Atlantic University and Landscape Architecture from the University of Florida.

Emily Mott

Emily is a professional engineer with Brown and Caldwell, an environmental engineering and consulting firm. Emily's project experience is varied and has included projects such as stormwater nutrient removal research, watershed assessments, hydrologic/hydraulic modeling and water quality monitoring. Emily has a Bachelor of Science in Environmental Engineering from the University of Florida. 

Mary Oakley

Mary has been a researcher and public policy analyst with Florida's state university system for 10+ years (currently with FIU). Recently drawn to Florida's natural resource management issues from a policy and planning perspective, she is writing a book to explain the Everglades restoration plan to interested citizens, like herself, who are not environmental scientists.

 

Carl Petrick

Carl is Ecosystems Staff Officer for the US Forest Service, National Forests of Florida.  He oversees compliance with the National Environmental Policy Act (NEPA) as it applies to fish, wildlife, and timber management planning on the three National Forests in Florida.  Before joining the US Forest Service, Carl was a wildlife biologist for the US Air Force for 18 years. 

Church Roberts

 Church is director of the environmental department at Johnson Engineering in Fort Myers. He is responsible for project management, including all aspects of environmental permitting, wildlife surveys, wetland impact and mitigation analysis, and planning. 

Carolyn Saft

Carolyn is an Extension Agent for the Palm Beach County/IFAS Extension Service.  She has been Coordinator of the Florida Yards & Neighborhoods program in Palm Beach County for the past four years.  She is responsible for environmental education regarding Florida friendly landscaping (conserving water, reducing stormwater runoff and providing for wildlife) and for the UF/IFAS Florida Master Naturalist Program. 

Wes Wheeler

Wes is an attorney with a private practice in Winter Haven, Florida and is general counsel for Wheeler Farms, Inc.  His background is in citrus, land use, environmental planning, and water management.  His work experience has included employment with the Southwest Florida Water Management District and the Army Corps of Engineers.  Wes is an alumnus of the Florida Leadership Program for Agriculture and Natural Resources.
